Change Assistant not recognizing previous update. Asking to apply prereq that has already been appli

We are on PSoft FIN 9.1,

PTools 8.52.

CA is requesting a prereq to be applied in order to apply the 2016 1099 patches.

The prereq is it requesting WAS APPLIED in Jan of 2016.

It will NOT allow me to bypass the application of the prerequisite.

How do I get past this stubborn wicket?
