Multiple Collections

I have a collection plan with 12 sections. Each section has a LOV for user to select. Users want to be able to enter multiple values for each section. Is there a simple way to set it up so that they can add them at the end as needed. Not all sections will be filled out in every collection. However, some sections may have multiple entries. If it is not easy to set up to enter multiple values a section is there a better way to set up the collection so that we can have multiple entries per section.
