User is able to apply and adjust invoice on Dispute in pending approval

Dispute was created form Advanced Collections. However, user was able to create adjustments on the same invoice and apply the same invoice to a receipt as well. 

Expected behavior is that the user should not be able to make any kind changes/adjustments/applications on the invoice until dispute is either approved or rejected.
