Native OS Image 20 Install. Can't delete ps_home - folder or file in use

Hello,

I'm preparing a windows server to install Native OS Image 20.  Currently Image 19 is installed to E:\psft.  When I attempt to remove the Image 19 psft directory I get a "Folder In Use" dialog box  that says: The action can't be completed because the folder or a file in it is open in another program. Close the folder or file and try again.  I re-started the server and tried again - still getting the same message.  What file would be in use?
