SQR errors when running CA job for Tax Update

When running CA job for Tax Update E, I get SQR errors on some of the steps. The full message is:  (SQR28) Cannot access the initialization file: C:\PT8.54.29_Client_ORA\SQR\PSSQR.INI(2): No such file or directory.

I've just applied Image 20 to our PUM VM and have installed the tools client for 8.55.11 and getting errors when running the CA job.

I've been trying to install the tools client for 8.54.29 and it fails with 'Archive File Not Found' in the log file
