AP_WTHD process went to No success with Unique Constraint Error

Hi ,

Peoplesoft Application: 9.2

Tools: 8.54.16

AP_WTHD process went to No success with Unique Constraint Error.We have recently applied the 1099 patch from pum 21 and tested this process. it went to no success. The process error out at (AP_WTHD.REV_CANC.Step02). As per, my finding this step is a bulk insert which should insert all rows at a time only if the step is a success. but if the process failed, then it should rollback. but it has been committed.Please let me know if any have same issues prior.
