Not Authorized (90,6) error at "Running the Security Tool" Step

I am installing Tax Update 16E from Image 20.  The Image has been installed as Native OS on Windows 2012R2.  The job is failing at "Running the Security Tool" Step in Updating Security. I have installed several Tax Updates to this database from Image 19 without issue. Here's what the log indicates:
