Payment Request Security Required

I'm looking into using the Payment Request Center to have users submit transactions, if I log in as myself (God Access) I can create the request and click the submit button on the PR_SUBMIT page and it routes according to the approval setup I have created. However, if I give general users access to pages on the PAYMENT_REQUEST menu whilst they can pass through all the screens to PR_SUBMIT page once they click the submit and ok button that the Payment Request will be submitted rather than a 1/4 second daisy wheel before returning to the Center showing the request
