"Data Migration Workbench - Loading Project from file" gives permission error

We have recently upgraded to PT 8.55 and HCM 9.2. While performing one of the post upgrade steps about loading ADS content to target database, the project needs to be loaded from file. This is not happening and this step shows permission error.

We modified the PTPT3500 permission list and assigned ADS designer role to PS user but the issue persists.

Any suggestions?
