Commitment Control Security Dynamic Rules

We are in Version 9.2, Image 13. Whenever we choose the Commitment Control Security Rule Type as 'Dynamic", 'Apply Rule to Business Unit' field is defaulted to 'All valid business unit' and is grayed out. We would need to restrict the access of the users only to one business unit and it has to be done dynamically. Does anyone know why this was designed this way? Or is there a way around this?
