PRP Install error Step: Copying IP Codeline Objects to Image

I'm trying to load year end PRPs to an Image 20 installed on VBox version 4.3.28 r100309 (Oracle recommended version).  The Change Assistant is 8.55.11 which was installed from Image 20.  The Job runs successfully until Step: Copying PI Files to Image. When this error is logged:

C:\92_Updates\Staging\softwareupdatePRJ24765524_I20{-HR92U020}IP\PI_HOME\ba\NT\File\bse\src\cbl\ibm\pshr.win -> O:\ba\NT\File\bse\src\cbl\ibm\pshr.win

Access denied

I didn't run into this error when applying PRP's to a Native OS installation and this is my first attempt at installing PRP's to a Source image in VBox.
