Oracle SES 11.2.2.2.0 - Is patch 23511737 required for PeopleSoft Integration with SES?

The overlay patches required after installation of SES 11.2.2.2.0 mentions this patch as well -

Patch 23511737: This is a generic patch having FMW release number 11.1.1.6.0.

My requirement is to integrate SES with PeopleSoft. When I look at the above patch, it says - its for Oracle SOA... Secondly, it asks to navigate to ATGPF home...

I am unsure if this patch really needs to be applied and if yes, where is ATGPF home?
