What is the specific functionality of collections manager role?

How is a collection managers role different from a collections agent?What is the specific functionality of the collections manager apart from collector reassignments and handling escalations?

Also, if I need to have three groups of collectors, each with 4 agents and one manager, such that each manager has access to just their group of delinquencies, how is it implemented?These three groups are all part of the same Operating Unit.
