Native OS Install on 8.55 error

Hi All,

My client created two Windows 2012 R2 VM's for me, one for FSCM (UI22) and one for HCM (UI20).    I downloaded the latest PUM's for these and proceeded to install them, one per VM.    I am now running into the exact same error on both machines, so am suspecting it may have to do with the way the client has set them up.

Attached is the error that I am getting and what I have set the execution policies for in PowerShell.    I did launch PowerShell "As Administrator" and am part of the Administrator group.   The weird part is the message says "Could not locate PeopleSoft FSDMO DPK in" regardless of whether it is the HCM install or the FSCM install.
