Wire PDF Advices

We are on PS 9.2 and PeopleTools 8.54.  We are having an issue in which a wire PDF advice is not created for one voucher in a group, however the wire before and after it in that same group is.  We've had the issue twice with two different vendors.  Has anyone had this issue?  Any advice on troubleshooting?
