Delivered Fluid Navigation Collections not working properly in PT 8.55

We are upgrading to PT8.55 from PT 8.54. In our development environment none of the delivered navigation collections defined as Fluid are working properly. The Navigation Collection displays and I see the left panel with the tabs. But the content of the tabs does not appear in the right panel. An example is the HR Administration Fluid Nav Collection which contains Job Data and other tabs. If anyone has any ideas on what to check please let me know.
