VCP 12.1.3.2 on source and VCP 12.1.3.1 dest

We recently applied RPC5 Patches to EBS ASCP source environment which upgrade the VCP version to 12.1.3.2.

Our APS (ASCP instance) has 12.1.3 RPC2 patch level which has VCP 12.1.3.1 patch level.

We are not getting an downtime for the ASCP environemtn to upgrade the VCP version to 12.1.3.9.2.

My question is,

a. Is there any impact if we have lower version of VCP version ? (oracle recomended to have same version on both environments)

b.  What problems we face if we don't upgrade ?
