IEX: Send Dunnings for delinquent customers in R12 - resource id question

As a result of running IEX: Send Dunnings for delinquent customers - the dunning letters are created in R12.  Question - does the resource_id have to be for the person who actually runs this concurrent program? How the resource_id (resource info) is populated on the dunning letters?
