PeopleSoft Integration Broker Gateway

I have two Forms Applications - a bespoke HR application and a Payroll Application. The Payroll application is currently integrated with PeopleSoft through the integration Broker Gateway. I now want to interface the two Forms Applications. Can I use PeopleSoft integration broker gateway tables to integrate the two forms applications or can you only use these tables if you are integrating with Peoplesoft?
