Can Collectors be part of the same group

We just upgraded from 11i to R12 and are configuring basic Advanced Collections. In Note 314374.1 - Functionality of Collectors and Resources in 11i and R12, I have 2 questions :

1. It says " A. To manually create and assign AR Collectors: 1. Create an employee in Human Resources 2. Create a user in System Administration for the employee.."

The Collectors in our system are only neded for their info to be printed on the Dunning letter. In 11i, they do not even have user login accounts in the system.I have created the employee in HR and imported the resource using CRM Resource Manager. I have not yet created a user login account for the user in the system.
