Provide security based on Journal Source type

Our organization would like to have the ability to restrict the use of certain Journal source types to specified users.  This would prevent users from submitting journals using a source type that bypasses workflow approval.  Currently we cannot limit the source type a JE user can choose, and therefore have to manually check (via Query) each month to ensure that only authorized users are entering journals that bypass workflow.

This issue is consistent with the enhancement request recorded in Bug 11541472.
