Integration ELM with ePerformance HCM - SOA_ENABLED not available

in PeopleTools and Lifecycle Management - PSFT (MOSC)

I've used the document below to set up the integration.

ELM-HR Integration Setup for ePerformance and Learning Section ( Doc ID 2065119.1  )

I already fail on the first step. When I go to the properties of my local default node I don't have the option to choose SOA_ENABLED. This is a document from the GSC and having working there many years ago I know that the node they are talking about in that document is the local default node.
I was able to follow all the other steps successfully. Logged a SR but for some reason I am told it's working as designed which doesn't make sense. Any input is very much appreciated.
