PeopleSoft FSCM 9.2.022 hanging at define change package?

I am trying to create a change package using FSCM 9.2.022 . My target environment is on FSCM 9.2 Pum 15 and PT 8.54.17 .

I used the Virtual Box option to deploy the image.

After uploading the target environment details successfully, when I try to define a change package using "All Updates Not Applied" criteria, the page just spins and times out eventually.

Anyone else having the same issue ?
