Changing location of existing attachment files

Our application users upload more than 100,000 file attachments a quarter.   There are currently more than 900,000 stored in one location.  Our SA's are requiring that no directory contain more than 100,000 files and have asked us to move them to other directories.   We were advised by Oracle support to try running the delivered AE program COPYATTS, but it does not seem to allow us to choose which files to move and times out.  Can anyone suggest what can be done to 1) move the existing files, 2) handle the ongoing process (making sure that no more than 100,000 files
