Install PUM and Change Assistant on workstation?

We are a Linux/Oracle shop, beginning an upgrade from HRMS 9.1 to 9.2.  

Can the Virtual Box/PUM be installed on that persons windows workstation for performing all the upgrades/tax updates?  Or in this environment should that be installed on our Linux server?
