Try to enable SSL for OAM 11g R2 ps3 by following  "How to Setup Oracle Access Manager 11g (OAM 11.1.2.x.x) for SSL - Quick Start Guide (Doc ID 1960342.1)",

OAM: 11g r2 ps3

Any suggestion or inputs to adhere?
