Error running COBOL

When preparing an environment for running cobols we have run into the following issue where it appears that the OPRID and password are concatenated and used as the OPRID when obtaining run control information.  This is only occurring when executing cobol .

Attached are 2 traces files.  The error we receive is Run Control Record is Missing.
