PeopleSoft CEMLI Analysis Tool (PCAT)

I am curious if anyone in the community has experience working with CEMPLI, and if so, how do the reports from this tool differ from compare reports?  Do these reports replace compare reports?  What level of technical effort is required to generate these reports - that is, do you need to first upgrade a target database to generate the reports (as with compare reports)?
