I am applying the Security Deployment Tool and nothing shows in the Enterprise Components pages for

I just completed the initial pass on our HCM 9.2 upgrade with PeopleTools 8.55. My intent is to apply PI20 as well. So I am installing the Security Deployment tool (Bug #22731732). I am on the manual step Reviewing Security Changes in the Security Tool. The Update Menus, Update Permission Lists, and Update Roles pages under Enterprise Components, Security Deployment do not have any data. Additionally, the prior step - Running DataMover - SEC_IMPORT_TGT_IP.DMS shows 0 objects were imported when I look at the log.

The sec_export_src.dat file is not empty. So why was nothing imported?

I created the Change Package in PI20.
