How to synchronize the table "WF_USERS" on EBS 12.1.3 ?

Hi Expert,

Customer run concurrent "Synchronize Workflow LOCAL tables" with the following parameter on EBS 12.1.3, but foud data in table "WF_USERS" didn't got synchronize.

Questions:

1) Why after running concurrent "Synchronize Workflow LOCAL tables" , table "WF_USERS" 's data not get synchronize?

2) If it is not the correct way to synchronize table "WF_USERS", then what is the correct way to do that?
