Security to display Notices and other dynamic content on Fluid Expenses tiles?

We are upgrading from PeopleTools 8.54 to 8.55 and are implementing fluid as part of the upgrade.  We will be using the Fluid (Mobile) Expenses once the upgrade is complete.  However we cannot figure out what security allows a user to see the Notices on the Notices Tile and other dynamic content such as the Unapplied Charges on the Expenses Tile.   We have found that if a user is assigned a role that has the 'ALLPAGES' permission list they can see this dynamic content on these tiles, however we do not want to assign ALLPAGES to every user.

We have tried copying the ALLPAGES permission list to a new permission list using PeopleTools > Security > Permissions & Roles > Copy Permission Lists but when we assign that cloned permission list to a role the user still doesn't see the dynamic content!  It would appear that it is something outside of 'Pages', 'Component Interfaces', 'Web Libraries', etc assignments on the permission list.  We have googled it as well as searched through Oracles Knowledge base and still haven't found a solution.
