Branding Theme not applied on Dashboard pages in PeopleTools 8.55

Has anyone come across using Dashboards (not WorkCenter Dashboards) in PeopleTools 8.55 and how the Branding Theme won't apply to these Dashboards?  I created a custom Header with additional style attributes in the Header in the Branding setup.  It works fine for most everything but whenever I go to the Dashboard in my ELM product (9.2) the 'delivered' styles get re-applied including the Oracle logo.

I've created a new 'landing' page for the Dashboard using WorkCenter Dashboard but there are still other links embedded further down which loop back to the original, delivered Dashboard that 'breaks' the branding.

Has anyone run across this before?  Any advice how to address it without modifying the PSHDR2_SWAN_CSS3 style sheet (seems like that is my only option right now)
