Scroll Area Overlapping and Moving Fields

NOTE: Classic page - peopletools 8.54.28

I have a scroll area that contains a number of different fields and a couple of grids etc. For the first several rows of the scroll the fields are displayed as I have them set up in the page in app designer. But as I scroll down the page the field contents start to "move" out of their positions. So on the first several rows in the scroll it would look like this:

Dept	SomeDeptName	Job	SomeJobTitle	Rate	15.40
Emplid	SomeEmplid	Empl_rcd	SomeER	Supervisor	SomeSupervisorName

However down several rows of the scroll it will start looking like this
