Copying ADS MO Project from File - IP Copy from File failed (257,112) PTADSAEPRCS ended normally

We are trying to apply the January 2017 PUM Image to HCM 9.2 PT 8.54.12 that has not had any updates applied to it prior to this.

In CA, when applying Managed Object ADS Projects - Copying ADS MO Projects From File - IP Step fails and we cannot find an answer to why or how to fix.  Here is the last portion of the log:

The Application Data Set RCF_SERVICE_CONFIGURATIONS has a shape change in the target. (257,516)
