Data Level Security not working as expected in RMS v15

We have configured Data level security in RMS v15 w.r.t Qatar Country (Org Unit, Transfer Entity,WH locations etc..) and logged-In with  Qatar Specific User.... But when we are accessing forms like 'Custom Entry form' / 'Transportation form' / 'Obligation form' / 'ALC Finalization form' ..etc with a Qatar specific user for which we configured security w.r.t  Qatar country.

The security is working in case :1 & not working in case :2 as mentioned bellow :

Case :1) Security is working fine in-case of accessing LOV's while accessing forms like Custom Entry / Transportation/ Obligation..etc and allowing user to access Only Qatar related locations &  Orders, So here security is working as expected.
