Change assistant version during upgrade to 9.2/8.55

We are upgrading HCM 9.1 /8.54 to HCM 9.2/8.55.01 (patched to 8.55.13)  (new release demo installed using VCD)

We will be using HCM update image 21 to create our RFU change package and Upgrade change package.  Since HR image 21 is released
on tools 8.55.12 do we have to use that version of the CA to create the change packages or can we use the 8.55.13 version of the CA since that is what our New
Release Demo is currently patched to. 

We sat through a MOS upgrade session last year that indicated you should use the tools version of the CA that the image was released
on – but I wanted to verify this was necessary.
