Journal approval by source requiring approval for all sources

Hello,

We are on FSCM version 9.2, Tools 8.54.13. We have set up approval framework to require approval on journals for three sources, but all journals are being routed for approval regardless of source. I'm sure it's something simple we've missed, but reviewing the config steps numerous times has not helped. We are using the delivered generic templates and the supervisor role for approvers. Config screen shots attached. Any suggestions for what we've overlooked?
