EBS 12.2.4 Vision integration with OID 11.1.1.9 DIP error

Hello,

I have the following components:

     EBS 12.2.4 VISION single appliance image

     OID 11.1.1.9 installation.

I have following the EBS/OID integration doc, register the OID with EBS, setup the profile with the following settings:

       Applications SSO Enable OID Identity Add Event = ENABLED

       Link Applications user with OID user with same username = ENABLED

       Applications SSO Type" profile option (APPS_SSO) = SSWA w/SSO

I have also enabled the unique attri uid in OID as instructed.

Now I restarted the OID service and see this error in the wls_ods1-diagnostic.log. I have launched the ODSM and checked the DIP provisioning profile, all enabled. I have also tested the DIP connection via ODSM on port 3131 oid1 server and the test is good. So I am kind of at lost as to why the error says connection refused.
