Flat File Connector Implementation

Can I create a flatfile connector that updates a resource? Users have one or more AD resources and we have a flatfile with contact information that needs to be consumed by the resource. The information is only at the resource level (not at the user level) because a user can have multiple AD resources with different contact information for each.

Is this possible and if so, how should the flatfile be configured?

I have version 11.1.1.6.0 of the Flat File connector.
