Web service not publishing IB external messages- any ideas?

I have a CI. When I execute it from an app engine it publishes IB messages,
internal and external as it should.  When I execute the exact same CI from
a web service it publishes the IB messages internally, but does not send out
the external version of the message.  Any ideas why?

Both processes have PS administrator security.
