tmadmin boot fails - CMDTUX_CAT:1685 from Unix command line

After sourcing PeopleSoft psconfig.sh and allocating (exporting) TUXCONFIG I am able to execute tmadmin from my Unix command line.

At this point I can execute tmadmin commands (echo psr|tmadmin) and (echo shutdown -g APPSRV -I 1|tmadmin) without issues.

However, after shutting down an APPSRV and trying to boot the APPSRV back up (echo boot -g APPSRV -i 1|tmadmin) the below error is generated.

Note: boot -g APPSRV -i 1 works fine within PeopleSoft psadmin > TUXEDO command line (tmadmin) utility.

Need help resolving CMDTUX_CAT:1685: ERROR through command line.

tmadmin message:
Booting server processes ...
exec PSAPPSRV -o ./LOGS/stdout -e ./LOGS/stderr
