Billing WorkCenter Pivot Grid opening in Fluid instead of Classic

We are in the process of upgrading to 8.55.13 tools Image 18.  At this time we are not implementing Fluid but the Billing WorkCenter Pivot Grids are opening the Fluid NUI pages instead of the classic views.  This issue is only being seen in the Billing WorkCenter Pivot Grids.  Is there a way to turn off the Fluid NUI and revert these pivot grids to the classic?

We have tried unselecting "Open in Fluid" in Reporting Tools > Pivot Grid > Pivot Grid Viewer and this did not work.

We also tried unselecting the Fluid page option in the Page Properties hoping it would revert but this did not work either.
