Billing WorkCenter Pivot Grid opening in Fluid instead of Classic

Current Image:  9.2.18

We are in the process of upgrading to 8.55.13 tools.  At this time we are not implementing Fluid.  The Billing WorkCenter Pivot Grids are opening the Fluid NUI pages instead of the classic views.  Is there a way to turn off the Fluid NUI and revert these pivot grids to the classic?

We have tried unselecting "Open in Fluid" in Reporting Tools > Pivot Grid > Pivot Grid Viewer.   This resolved the issue for pivot grids that were not being opened from within a workcenter but it had no impact on pivot grids being opened from within a workcenter.

We also tried unselecting the Fluid page option in the Page Properties hoping it would revert but this did not work either.
