When delivered roles or permissions are copied, they do not function the same. FSCM

We have noticed with a few system delivered roles and permissions that are copied do not actually copy properly.  Is there a way to copy or add the extra access needed that seem to be missing?  From the look at the actual role or permission, they look the same but the menu access query brings back different results.
