are there missing platform ReST webservices in vanilla v16 ?

In the RMS V16 ops guide v3, it mentions there are several new Restful webservices.

One set of these are notifications which provides webservices to be able to send a notification into the applications.

Problem is I cannot identify where these webservices exist.

There are RMS Restful webservices and I have tested these work ok (tested with http://host:port/RmsReSTServices/services/private/Common/vDate which works fine).

But the wadl for these does not include what the ops guide calls "Platform webservices" which includes the Notification webservices.

The ops guide indicates the URL for these services is http://server:port/RetailAppsReSTServices/services/private/Nortifications
