How to see workflow of users other than yourself?

Hi:

We are using EBS version 12.2.4

We have made the change in EBS with sysadmin user so that system administrator responsibility will be able to view all employee workflow.

I have most of the people with system administrator responsibility able to do that, but only one person when she login in as herself and goes to system administrator responsibility and she is only able to see her own workflow and she is not able to view the req flow of the purchase req she herself has created. What could be the issue? Please advise gurus.
