8.53 to 8.55 advice

Looking to upgrade from 9.2 8.53 to 8.55.  From my research there are many pieces we must upgrade first and I'm looking for advice on methods to handle the migration.

6 environments- SBX, PUM, DEV, TST, PROD, SESPROD

Background - Currently:

Windows 2008

Weblogic 10.3.6

Oracle 11.2.0.4

Tuxedo 11.1.1.2

To go to 8.55 I understand we should be at:

Windows 2012R2

Weblogic 12.1.3.0.0

Oracle 12.2.0.1.0

Tuxedo 12.1.3.0

Our systems teams do not wish to just upgrade Windows where it sits because they claim it never goes as planned so they are proposing just giving me 6 new 2012R2 server/environments to build from.

Would it be best for me to build all 6 environments from scratch with fresh Peoplesoft installs of 8.55 with the recommended versions of weblogic/tuxedo, etc.?   Then perhaps run parallel testing for 'x' amount of time and do a clean cut-over of 8.53 to 8.55 of all environments at once?
