Payment Hold Release Issue - Transaction date not open

    We upgraded to tool 8.55.11 from tools 8.54 and updated from PUM image 14 to image 21.  We are having an issue with releasing payments on hold for vouchers that were loaded in a previous period that is now closed.  The system is erroring telling us that the transaction date is not open.  The payment release should have nothing to do with the transaction date.  Any ideas on how to fix?
