Workflow Builder throws the error "The application was unable to start correctly (0xc0000018)"

Any help on this would be greatly appreciated! As of now, we have worked 3 months with SRs and other research to resolve this issue, but still not resolved !
The workflow builder used to work in our laptop for many years (Windows 7, 64 bit). From December mid 2016, it has stopped working, and we are not sure of the reason. When trying to open WF builder, the error message "The application was unable to start correctly (0xc0000018). Click OK to close the application." is coming up, and only OK button to close.
We tried all possible solutions like re-installing and different solutions suggested in google. Nothing worked. We even re-imaged the laptop and installed WF builder again, but that also didn't work!
