For a FCM task under Action - no submit option appearing.

I am facing an issue within FCM, under tasks – ACTION- we are not able to see “Submit Task” option. Only the Refresh option is appearing under task.

When I try to login through the user whom the task is assigned then also no option is appearing under Action. Is this is a bug or I am missing something ? Please help.
